Human Resources Management Plan Example for Project Managers

The Human Resources Management Plan is an important part of the entire Project Plan of any project. Project managers create these documents to define and plan the management of human resources in the project.

The project management structure and the project team

The project will be managed on three levels:

  • Project Management Board led by the project sponsors
  • A core project team led by Project Managers
  • Project teams led by Team Leaders

The success of the project does not depend so much on the methods and tools used as on the people who work on it. It is necessary from the very beginning to define and define in a clear and definite way the role of the project team so that the individual members can work together. Management Board

This is the highest authority in project management. The management board has the right to make any decisions within the powers and competencies of its members. The Steering Board meets on a case-by-case basis, considering decisions that go beyond the competencies of the Main Project Team.

The Management Board shall:

Regulates priorities, and approves project objectives and plans.
He is regularly informed by the Project Managers about its development. If problems arise, the solution of which is not within the competence of the Project Managers, the Management Board identifies appropriate measures and requires their implementation.
Confirms completion of project milestones.
Decides on changes to the project.
Appoints and dismisses Project Managers and Project Team Leaders.
Solves issues beyond the authority of the Project’s Main Team.
Resolves disputed cases presented by Project Managers.

Monitors the development and organizational consequences of the project.
Empowers the Project’s Main Team to make decisions.
Solves problems that have arisen and remain unresolved.
Makes timely decisions in support of Project Managers for the implementation of project objectives

Members of the Management Board are:

Representatives of senior management
Project sponsors
Business Process Owners
The project managers
Project Administrators (Coordinator)
The Chairman of the Management Board
The Chairman of the Steering Board is the ultimate owner of the project and has the authority to make decisions to carry out primary responsibilities that are relevant to all Steering Board members.
Ensures senior management support for all project members.
When making a decision, the Chairman of the Management Board has the right to use the per roll procedure
It is responsible for ensuring the prerequisites and conditions of project implementation
Monitors the implementation of the project
Resolves issues within structures
Supports the Certified Human Resources Managers, Reference:

Business Process Owners

Business process owners are responsible for a specific functional area of the project, meeting the business requirements. Specifically, the duties of Business Process Owners include:
Acceptance by the client of meeting the business requirements and improving the processes within a given functional area of the project
Participating in functional requirements analysis work discussions
Making decisions about changes to existing processes in collaboration with the manager of the organizational business changes and the successful implementation of these changes.
Accepting the final results for a specific functional area on behalf of the contracting authority
Interacting with the Project Manager on scope management, planned resources, and open issues in the specific area
Maintaining regular contact with the Main Project Team and Project Managers
Making business decisions related to the specific functional area on issues raised by project managers
Explaining to the users of the relevant functional area the importance of the project.

Main project team

This is the highest operational level of project management. The main task of the Main Project Team is the coordination of the work of the individual project teams, as well as the adoption of decisions exceeding the competence of these teams.

In particular, the Lead Project Team shall:
Coordinates the work of the Project Teams.
Keeps track of the progress of all the individual stages and phases of the project.
Accepts and approves proposals made by the Project Teams and makes decisions concerning such proposals, within its competence, or presents them to the Management Board, depending on the specific case;
Prepares the materials subject to consideration and discussion during the meetings of the Management Board.
Approves plan – schedules of individual project teams based on proposals submitted by module leaders.
Approves changes to Project Teams by modules.

The members of the Main Project Team are:

Project manager on behalf of the Contracting Authority
Contractor’s Project Manager
Project sponsor

Project managers

The project managers are responsible for the implementation of the system and are responsible for the development of the entire project. RPs are responsible for the progress made by all project teams. Project managers are the persons reporting to the Management Board and are responsible for the successful implementation of the project.

Project managers are responsible for:
Coordination between teams
Comprehensive project planning
Establishing the project organization
Adherence to the scope, deadlines, and successful completion of the project
Compilation of planning and reporting documentation
Control of compliance with all rules and procedures related to the work of the project
Timely taking the necessary measures in critical situations
Reports and coordination
They report to the Management Board

Project teams

They carry out and manage all activities related to the construction of the individual functionalities of the system. The work of the Project Teams is managed and controlled by the Team Leaders.

During the implementation of the project, four main teams will be defined, divided by functionality:

Team Supplies
Project and program management

Head of the Project Team

Team leaders have the right to resolve all issues in the respective functional area for which they are responsible and to manage the team for the respective area on a day-to-day basis. The Project Team Leader is responsible for the identification of requirements and the impact of the project on processes in the organization.

Team leaders are responsible for:

  • Development of Implementation Concept
  • Implementation/control the implementation of the functionality
  • Functionality tests and documentation
  • Working with the team on the identification of critical scenarios
  • Gathering the data with which the tests are to be conducted
  • Management of expected and actual results, monitoring and debugging
  • Preparing and cleaning data for migration to the production environment
  • Collaborate with project managers and other teams in planning data migration requirements
  • Planing and managing the technical scope and resources required for data migration

Members of the Project Team

Project teams carry out and manage all activities related to the project. The work of the project team is managed and controlled by the team leaders.
Project teams are responsible for:
Involvement in requirements analysis and implementation concept
Help with the creation of reports, forms, interfaces, and data transformation
Carrying out tests of individual modules and completing ones
Working with the program team in defining critical scenarios
Data collection for conducting tests
Participation in conducting tests
Manage and document expected results versus actual results
Manage and document debugging
Participating in user education

Human resource management records

In connection with the management of the project team, two registers will be maintained:

  • Team availability plan – describes the planned leave and inability to work on-site by specific people. The file is kept up to date by the Team Leaders
  • Logs are an integral part of the Team Management Plan. The registers will be used to analyze and control the organizational structure of the project.
